PTV Logistics enables European businesses to prepare for Dutch CO₂-based truck toll

As part of the EU directive on road tolling and CO₂ differentiation, the Netherlands will implement a new CO₂-based truck toll system starting July 1, 2026. PTV Logistics is proud to announce that its software solutions already support full cost calculation under the future toll framework. This early capability allows logistics providers, shippers, and freight planners to calculate, simulate, and negotiate transport rates in advance — turning a regulatory shift into a strategic advantage.

Understanding the Shift from Eurovignette to CO₂-Based Tolling

The upcoming truck toll system will replace the current Eurovignette with a distance-based scheme that charges vehicles over 3,500 kg per kilometre driven and according to their CO₂ emissions. While implementation begins in 2026, the real impact starts sooner — as transport contracts and pricing negotiations for next year are already underway.

''Freight operators don’t have time to wait. The costs of the new toll must be reflected in frame contract tenders this autumn, especially as many of these agreements are negotiated during Q4. With early access to toll data, companies can model cost scenarios and negotiate based on verified forecasts. With PTV Developer, PTV Map&Guide, and TLNplanner our customers can already calculate the future toll and plan accordingly'', says An De Wispelaere, CPO at PTV Logistics.

“Whether you want to calculate individual routes or run bulk impact simulations via Excel or API, we provide flexible tools for every business — developer or not.”

PTV Logistics tools support CO₂-based toll scenarios and custom vehicle profiles, and can be integrated with bulk calculation workflows, enabling fleet managers and shippers to stay ahead of cost increases and optimise transport strategy.

The billing standard

A reliable and standardised cost calculation is crucial in logistics — especially with new regulations like the Dutch CO₂-based truck toll on the horizon. The “PTV Map&Guide Kilometer” has long been the accepted billing standard for road freight transport across Europe. Freight rates, quotations, and invoices based on this metric are widely recognised and ensure consistency in cross-border operations.

In the Benelux, TLNplanner — developed by PTV Logistics in collaboration with Transport & Logistiek Nederland (TLN), as well supported by industry organisations like Febetra, TLV & UPTR — serves as the industry standard for calculating transport times and distances. By using standardised route data, discussions between shippers, carriers, and logistics partners are a thing of the past.

PTV Logistics is working closely with partners across the Dutch transport ecosystem to ensure the transition is smooth, transparent, and data-driven — equipping both logistics professionals and developers with the tools needed for seamless system adaptation before July 2026.
